Champ select issues

So today i was going to play a ranked game and ended up being last pick o i called what i would like to play and waited to see if i would get anything i wanted. since we were blue side i was last to pick with another player and i had asked for mid or top, top was open. i picked my champ and immediately the other player picking(who mind you had not called a role) began calling me the N word and said "have fun losing" and locked in a champ intending to troll. so naturally i dodged the que because i did not want to have to play with someone so toxic. Then im pretty sure i lost lp for dodging the que. To sum up all this information i just wanted to suggest some form of system be set up to have people who act like that penalized for basically trolling because they didnt get their way. Ive looked into other forms on this and saw other people suggest a voting system to have the team vote the person be removed and the que restart. would that possibly be an option in the near future?
