CDR Masteries & CDR Optimization

Been working on better understanding League's mechanics and honing my skills over the last few months, and I've been starting to experiment with masteries. I tried a support build that included cooldown reduction, and I fully bought up both Intelligence and Sorcery for what I thought would be a combined 10% CDR bonus. However, when I played a bot game to test it out, only 5% showed up in my statistics.

  1. Is this a glitch, or did the devs not intend for Intelligence and Sorcery to stack? Been reading through the threads on the old board about CDR, http://forums.na.leagueoflegends.com/board/showthread.php?t=12823, but I haven't seen an answer.

  2. Is there a more optimal way to get good CDR bonuses apart from putting extra points into masteries? I realize that it takes seven mastery points to reach 10% CDR, and some of those could be doing other useful things. What runes/items should I be focusing on instead

  1. It's working just fine. Both masteries stack to a total of 10% CDR.

  2. Overcapping or barely undercapping (35%) CDR is not a crime. Actual rune/mastery needs depend on what you're playing.

Thank you. I may need to double check my mastery sheet to make sure I didn't make a mistake.

i typically run 5% cdr in glyphs for most of my setups, and fill the remaining... 3 glyph slots with MR or Scaling MR. This way, I can run AD casters while down full offense or tanks with 5/21/4 and still start with 10%. From there, itemization is easy to cap because they come in packs of 10 or 20. But as pointed out, going over cdr or under isn't wrong so it doesn't really matter unless you're obssessed over it like me.

Or, you can run my lategame karthus setup and go 30% cdr from scaling cdr quints + glyphs, and the 10% from the combined utility and offense tree. Do a no cdr but max AP build while still enjoying the benefits of max CDR.
