Kalista and no changes in 4.21

I understand that the PBE notes are always subject to change but I noticed that none of the Kalista changes made it to live.

When news on Kalista first came out, everyone pretty much thought the same thing, this champion is going to be stupidly overpowered. Then when she hit the PBE and people started playing her, people started noticing that she has a lot of weaknesses to go with those strengths. Then when she was released the forums were torn in half, half talked about how weak she was and the other half talked about the time when she kited them from one side of the rift to the other. Now a month after her release the consensus seems to have changed, one time they played with a Kalista that was a beast but most of the time she is no threat at all. Then 4.21 PBE notes came out and it seemed that riot noticed that she had poor performance numbers and was going to give her some minor tweaks. Today the official notes came out and no Kalista changes made the cut.

Is it too soon to tell where she stands?

Are her poor rank numbers due to a lack of understanding how to play her properly?

She becomes free to play today, perhaps it is too soon to tell how she fairs until everyone gets a chance to try her out.
