"Counterplay"
Counterplay means something that can be done, built, taken, or used to provide champions a chance against other champions.

That would be considered healthy counterplay, then we go to the other end of the spectrum where we see 'unhealthy' counterplay.
An example of unhealthy counterplay would be

Sated devourer is unhealthy for any and every low range, low mobility, or low damage champion, for example playing

But from an adcs perspective there are champions like

who can peel, but that isn't always the case nor is it always available.
There were even champions that were nerfed HEAVILY for kiting TOO well

With the idea of 'counterplay' there will NEVER be balance it just isn't possible, there will ALWAYS be things that are too strong or may seem unfair, for some its

there can never be complete balance to anything, but everything WILL be nerfed eventually and everything WILL be buffed eventually, somethings even reworked but it takes time just like everything in this world.
tl;dr - if you think somethings unfair there will be change, just wait.
respectively and zed cant burst the Top/Jungler/Support because they are all tanky he isn't just countered he is worthless. I like the idea of items helping you deal with but not counter a champion because they are to "easy" to get. Most mages get Zhonyas 3rd or so and its only 1350 for a QSS.
