"Counterplay"

Counterplay means something that can be done, built, taken, or used to provide champions a chance against other champions. For example counter play to zed is: If you're ap - item 3157 and if you're ad - item 3140 That would be considered healthy counterplay, then we go to the other end of the spectrum where we see 'unhealthy' counterplay. An example of unhealthy counterplay would be Irelia or Riven or even old Akali where counterplay for them is considered not getting in range of something. Sated devourer is unhealthy for any and every low range, low mobility, or low damage champion, for example playing Jinx into Jax, where counterplay for Jinx is 'let your teammates deal with it', and god forbid he has flash. But from an adcs perspective there are champions like Kalista who can kite or teammates like Braum who can peel, but that isn't always the case nor is it always available. There were even champions that were nerfed HEAVILY for kiting TOO well Lucian or champions that bursted TOO hard Katarina (RIP DFG item 3070 ). With the idea of 'counterplay' there will NEVER be balance it just isn't possible, there will ALWAYS be things that are too strong or may seem unfair, for some its Yasuo and Vayne for others its Tryndamere and Riven or maybe even Yorick there can never be complete balance to anything, but everything WILL be nerfed eventually and everything WILL be buffed eventually, somethings even reworked but it takes time just like everything in this world.

tl;dr - if you think somethings unfair there will be change, just wait.

I am wondering why you would consider items as healthy counter play? If the enemy mid laner and ADC build item 3157 item 3139 respectively and zed cant burst the Top/Jungler/Support because they are all tanky he isn't just countered he is worthless. I like the idea of items helping you deal with but not counter a champion because they are to "easy" to get. Most mages get Zhonyas 3rd or so and its only 1350 for a QSS.

Many champions have unhealthy kits, like Irelia, Annie, Tryndamere, Kayle, Yorick, Poppy, etc, etc. Because of certain unhealthy aspects, they are NOT FUN AT ALL to play against. Annie's lack of counterplay is ridiculous for example. Even if you build QSS to remove the stun, she can still burst you down very fast. Irelia has little counterplay due to the variety of damage types she has, her sustain, her inherent tenacity, her mobility, and her 2 second stun on a 7 second cooldown. The others I think are ridiculously obvious why they are unhealthy.
