is there a problem with the matchmaking?

i swear I win until i get near my series then riot just pairs me up with people who first try champions and people that are garbage and dont know how to rotate or do anything, and its making it impossible to climb, I do my best every game but even thats not enough because riot is intentionally making me lose these games by pairing me up with garbage teammates, I cant even "enjoy" the "game" because of this. Riot knew i was on a win spree and threw garbage teammates at me intentionally.
