Do you get rewards (hextech crafting) for champions that you're already lvl 4/5 in?

For instance, lets say I'm a level 5 lucian, ezreal and zed. Will i get the rewards for these champions once hextech crafting comes out, or will I have to get lvl 4/5 on other champions?
