Can champions get 1 extra skill point? 2 points at lvl1 or lvl19

Hello there, I am a 35+ old Chinglish Kiwi. I sarted to play this game since OMG3-0NJ. LOL is a real cool game to play, but cause my age and the family, I dnt have too much time to spend on lol. I've seen lots of changes had been made for the last few years, toda have brought a very good idea: After lvl16(when you learnt lvl 3 of your R) every champion can level up 1 of their QWE skills to lvl6!! and lvl 6 will change the whole play form to the champion, and influnce the game play!!

For example: level 17 Thresh, had level3 'R', he could learnt level 6 of his Q or E(W is not in max yet)

Level 6 Q would have extra 100 range for the hook!! go more aggressive Level 6 E would slow the champion 90% and reduce in 2 secs!! go more control Level 6 W would build up a channel betwwen Thresh and the Lant, max 2 team-champions could click the lant, and landed thresh's place.(in 3 secs?) go map control, assistance!

the level 6 skill will change the play of the champion!!

to make this happy, we could go 2 ways: 1 champion would have 2 skill points at the beginning , or 2 champion could get lvl19 1 would be a very good idear, cause the champions would learn 2 skils which means more fight in the early game! there is lots fun to watch!!

I hope this can be consider by Riot!
