Every time I've faced Garen top lane I lose horribly so I swap to draft pick just to ban him. He's even able to kill me under the tower.

It could be a personal problem. Losing to a champion doesn't mean the champion is broken for the entirety of the game.

Garen is not broken or even really good. People just fail to respect his damage output and/or run away from him.

Garen is legit the worst champion in the game right now, assuming proper play.

If Garen's beating you, you're doing something wrong.
