i was playing a 3v3 in twisted treeline and we were about 12 minutes in when i have a power cut in my house 30 minutes later the power comes back on and i have a 20 minute wait for 5 games due to afk this really annoys me because i can do nothing about the electricity in my area shutting off

You won't get leaver buster punishments for one occurrence.

It took me several lag related issues to get low priority Que. Which is only five minutes... not twenty.

You probably can submit a ticket though about the issue.
