Can riot make the rules a little more clear? and announce it?

Meta isn't a rule riot encourages people to break the meta or play out of meta and make really good combo's, like I was watching a youtube video the other day some dude decided to go new sion and zilean bot, the dude would literally place a bomb on a minion and sion would punch it flying exploding and hitting enemy doing so much damage, I was amazed at the thought put behind this and the creativity. Tired of being called a troll for play out of meta and the so called people that call you "troll" end up hypocritically turn into what they call others, such as stealing your lane or feeding on purpose or afking. Like it isn't even a rule people can literally steal your lane and duo mid with you because technically it's classed as breaking the meta and meta isn't a rule so it can't be punishable and causes lot of drama, so either make meta a rule which I don't want nor anyone else or make the rule clear and set boundaries on how much or to what extent can meta be broken to so for example if someone is refusing to pick order and troll picks your lane then what?
