The new Demacian Justice passive and how to make it actually work.

So it looks like Riot is listening and they are addressing many of glaring issues with the new Garen kit, but that Demacian Justice "villain" passive still sucks and is way too random and unpredictable. So why not make the villain with the enemy champion with the most kills (or kills and assists in the case of a tie) rather than having it shift to a new champion with every kill? At that point it actually becomes somewhat reliable, predictable, and, most of all, useful.
