Extreme Connectivity Issues

I have been having incredible connection issues to league of legends over the past few days.

Currently I was playing a game with my friends and having great connection. Then I disconnected from the game randomly while clearing a ward. I reconnected after about 5 seconds, not a big deal later I had a period of about 10 seconds where I had (this sounds like an exaggeration but its true) about 5811 ping. I did not disconnect during this time (strangely) but very weird things happened where Minons would stand still and one of my friends walked by me in his back animation. Then after another fight I fully disconnected from the game. To try to fix it I left the game and then tried to reconnect.

I used alt + f4 to close league (menu wouldn't open) and now it wont open up again.

internet connection is fine otherwise (obviously im writing this)
