Aurelion Sol Idea: Swap Q and R

So, after watching a few different games involving Aurelion Sol, I'll start by saying that he looks like a ton of fun and I can't wait to play him.

That being said, I feel the way Starsurge(Q) and Comet of Legend(E) synergize is overpowered, functionally speaking, in comparison to Breath of Light(R). I said it on the stream when Rabid Llama was playing him and I'll say it again here: Breath of Light is utterly underwhelming for an ultimate; it feels like an after-thought to the rest of the kit, something an ultimate definitely shouldn't feel like. In contrast, Starsurge seems downright IMBA, both functionally and thematically, for a basic ability. However, I really like the way his kit feels overall. The obvious solution is to switch Starsurge and Breath of Light, reworking the damage numbers while retaining the basic functions of both.

If Starsurge and Breath of Light were swapped, then reworked based on the power budget that is normally afforded those types of abilities, it would help restrict his early game ganks/roaming while simultaneously adding to the skill-cap of those things by making the player position properly to be able to use the knock-back in Breath of Light. This also frees up the option to allow the star that Aurelion Sol is shepherding to grow in both damage and size as it travels if he's flying along with it using Comet of Legend.

I guess what I'm saying is that, in my opinion and from a functional standpoint, Aurelion Sol shouldn't be able to become that full "Comet of Legend" (what is currently E+Q) until he has his ultimate (change it to E+R).

What I'm also saying is that, in my opinion and from a thematic standpoint, shouldn't the breath attack every dragon is expected to have be... well... basic, and the ability which forges a star and drops it on your enemies should be... well... ultimate?

How about you play him first before you think that abilities need to be changed? Just watching it does not give you what it really is.

Can you elaborate? - How was I wrong? Where do you disagree with me? Do you have any opposing points aside from "you're not allowed to have an opinion yet"?

If playing Aurelion Sol gives additional insight that one can't get by reading the abilities, watching them in action, listening to the designer as he plays Aurelion, and listening to diamond/challenger/pro opinions as they play Aurelion, please share it.

Strictly speaking, I'm not suggesting that the abilities be changed (other than damage). I'm suggesting they just swap the positions of Starsurge and Breath of Light.

I think I'm allowed to make suggestions based on my initial reaction to how he's performing, and based on what I've seen, the Q+E combo is too powerful for a basic ability combo. Considering he's currently on the PBE and I can't play him, I wanted to be able to make a comment on this particular point before he goes live, because it's literally the only part about his build that I have a problem with.

to diamond/challenger/pro opinions as

Popular High ELO opinion was that Jihn would be OP. Look how that turned out. The reason you don't judge things like this too much is because the PBE isn't just a bunch of Pro/High ELO players, it's players from all levels testing shit out. It's like talking balance with ARAM. Actual balance is left once things hit live.

Entirely valid points. However, I've yet to hear how I was mistaken or where people disagree with me, as my point had nothing to do with balance, and everything to do with function and theme.

Seriously, his basic Q ability creates a star, blows it up on his enemies, and has an effectively unlimited range and size, while his ultimate is a very short-range light breath? It doesn't make sense from either a functional or thematic perspective.
