i will continue to write about zilean until you buff him. there are so many champs in this game whose abilities out range zileans q which is his only damage ability. I just find it ridiculous that he is the only champ that hasn't been buff in a long time. Im not saying he is bad but he certainly isnt as good as any of the other support champs. just buff him not over buff just a small one

He's average. Not the most flashy Support, but he's doing the job pretty efficiently, his zoning/poke is above average, the permaslow is a very good catching tool and the ult basically doubles the health bar of your carry on top of baiting many players into regrouping for a nice double bomb on ally respawn. He's super chill to use, you have to wait for the best moment and never overuse your abilities.
If you want a power up, use Manaflow Band and Presence of Mind to take a shortcut in his build by not having to buy mana, the +750 are more than enough and allow you to rush 40% Cdr for an earlier powerspike.
I'd like to see at least a QOL change on his attack damages so he can lane a bit more effectively. Csing on him can be pretty annoying. I wish he had more to offer as a mid laner
