Idea to change Current Refund System?

I would like to propose a change to the current refund system, i think that you should be allowed to refund IP maybe once or twice every month or so instead of twice per account permanently, would help a majority of people i would think, (myself included) that say we saved up like 8k or so IP, and bought runes , etc, and have a new champ released, or maybe you just bought the wrong ones for whatever reason, and you kick yourself knowing you had the IP, but now have to grind all over for it to regain lost said IP. Maybe im just beating a dead horse, but i think it might be a good idea, but i have had some bad ones also lol., So any feedback or comments from staff/community would be appreciated!, see you all on the rift!.
