As in, the CC effect that was added to Cassiopeia's W, which causes enemies to not be able to use movement abilities.

The first thing that comes to my mind, is Nocturne I could see this being added to his E as a buff, making it so that he isn't instantly countered by anyone with any sort of good mobility

No, what it would actually be good for is if j4 had his assassin path gutted and it was given to ulti.
