RANKED QUE DODGING PENALTY'S - Need to be nerfed/ re-done (30mins for dodging to ques with trolls!?)

Being stuck in bronze 5 sucks especially when you have the ability to go positive and contribute to the team effectually every game but yet when trying to play a ranked game nearly every champ select is full of toxic ignorant people who don't play as a "team player", they just do as they please. Essentially hindering the team nearly every game. The ability to simply dodge the que is a useful to to avoid trolls who lock lanes that have already been picked. I personally am in bronze 5 and nearly every game some one does this leaving to having to dodge loosing ip...ect that's not the problem its the fact that for dodging 2 games in a row because of people doing these "troll tactics" i have a 5min then a 30min penalty just because some kids decide to screw over them game for every one. This Que dodging timer is just ridiculous and needs some serious re-consideration in a process for punishing this.
