Can we make it so his ult circle range can't be seen by the enemy team?! like seriously. it'll give him that SURPRISE YOU IN MY RANGE ! even tho the enemy is at the tip and basically already free from his ult range. it'll give more of a zoning thing.

Sounds like you want to take counterplay out of an ultimate that would be OP without counterplay.
Every ability like his has some sort of indicator showing where it will land, because if it didn't it would be seemingly impossible to predict and dodge. It would be a game of "am I lucky enough to choose the spot where he is not shooting" instead of "do I have the reaction time to dodge his shot/does he have the prediction skills to guess where I will be going".
they can make Xerath do a global shout of something along the lines of Sion. pretty sure he already has something like a "power surge" when he activates ult.
cuz ya know. Sion screams and every lane is like WHERE THE HELL IS HE COMING FROM!?>
Xerath ults. and you're like, okay get out of the circle.
