Can teemo play ranked?

When i play teemo i have got problem with stuners as jax i dont know how blind too dogde spells or only basic attacks my ranked stats wasnt good bc teemo have got much of weaks. But i idk when i will play teemo on ranked or no. i must learn it c in normal games i have pvp with only champs as cho gath or tryndamere and this players is so bad. i want hear your comments. sry for eng i must hurry up...
