(Sated) Devourer is too strong.

Through the games I have been playing these last couple of patches I keep seeing the same thing, that the junglers building this item are oppressively strong. Anyone jungler that has extra on-hit abilities is becoming far too strong in every game. Nearly every game I am playing in I can lose as a top laner to their jungler just because they finish stacking their Devourer. These kinds of items have been far too strong with every rework since Feral Flare has been released and seems like it doesnt have a good balance point.

I think Devourer has a good concept behind it, but failed overall. You can go 0-20 but as soon as you get Sated you can blow up anybody. Kayle shreds your armor and magic resist and nukes your entire team from afar, Yi now does 900 true damage to your tank, Jax looks like a windmill with how fast he's auto attacking.

Any champion with natural on-hit abilities/passives can abuse Devourer, but even champions without anything like that can still do impossibly well.

I played AD Janna Jungle and actually ended the game going 10-1. I instakilled their fed Zed and they surrendered.

Yesterday I build Sated on Shaco, because I knew their Yi will made it too. There is something wrong when Shaco can kill tanks like Garen and Volibear without armor pen - I had Sated, BORK, IE, Berserker boots, Warmog and Thornmail.

Another problem with sated is it's synergy with items.

Honestly, I think adding a delay between phantom hits would help a LOT.

Youre right. And that is 90% of the field. There arent that many people that are actually good at the game but why should they have to play with it?

In fairness, most Devourer junglers (i.e. Shyvana, Yi, Xin Zhao, Fizz, Kayle) are excellent duelists and often build BoRK (a dueling item) so that shouldn't be very surprising. Especially if you are a utility or teamfighting top laner, where you are at a disadvantage in 1v1 duels compared to champions who specialize in them.
