How does Taric's Bastion work for the purpose of a solo lane?

So, my main problem with the Taric rework is the loss of Shatter. I like the double-tap iteration of the passive, I have a kind of "take it or leave it" feeling on the change to his heal, I really like the new Dazzle, and the new ultimate is really cool even if timing-reliant. But the loss of Shatter hurts me, because I like to play Taric top since there's so many other support options. It's his waveclear, it's what allows him to duel people, it's his everything. Dazzle can't be strong enough in damage to replace that, or it becomes way too good with the stun added in. It'll probably be around the same damage as old Dazzle.

So this is my thinking. Taric's best hope at successful top lane is by abusing his passive and just smacking the enemy a lot. So, here is my question:

What is the internal cooldown (if any) of Taric's passive, and can Taric use Bastion on himself (even if no allies are around) for the shield and the passive proc?

He can use Bastion on himself yes, tried it on the PBE. Gonna try and experiment with some fighter builds soon too (Needs a LOT of mana, he chews through it). His heal also gets reduced by 3 seconds rather than 1 with every passive swing, so with 40% CDR that's pretty much always up if you're using his passive.

Or you could just do what his kit basically states and take him support....

Yes

Dazzle can't be strong enough in damage to replace that, or it becomes way too good with the stun added in. It'll probably be around the same damage as old Dazzle.

The new dazzle does 40 +(10%armor) more damage than shatter does at max level. This is because it is a skillshot. Shatter was never good because it did a lot of damage (in fact, it's a very low-damage ability, with even the current dazzle outdamaging it at most ranges), but because of reliability. If Taric fails to work top, it will be because of the Q changes and because of his reliance on a skillshot, not because of any loss of damage from not having shatter.

Dazzle scales with his bonus armor now, so he has some pretty nice damage for waveclearing. Sadly the damage won't stack from two beams, but 30% bonus armor and a 50% AP scaling is nothing to scoff at. He might end up having some decent AP item options.

Bastion can be used on himself, yes.

it looks like it has a really big range too, so using it on an ally coming in for a gank (or when you're coming in when roaming) shouldn't be too hard.

There is no internal cooldown on his passive. It's almost identical to Lee Sin's.

Yes, he can cast Bastion on himself for the shield. Riot learned from Mordekaiser on that one.

His early laning top is abysmal due to lack of damage, but once he gets some armor and perhaps IBG he can do pretty well.
