Draft mode in normals help

This is just a short board but I have 2 questions that I can't seem to find the answer to about Draft mode in normals. I love that Riot implemented draft in norms, I just don't know the time it comes out. Ive never payed attention to when it's come out in the day, often its around 11:00 but I want to know the exact time it i up. So my first question is obviously, when is the exact time of day draft comes up for norms? And my second question is why isn't draft a permanent gamemode in norms like blind? Blind pick is up 24/7, why can't draft be 24/7 as well? Thanks for reading.
