CDR As a Stat Becoming Irrelevant

I've noticed something that's been happening recently. Everyone gets 40% CDR (or 30%). Everyone. It used to be a decision that had to be made: do I want to buy more damage, or do I want to spam my abilities? Now CDR is on most of the items that are core to builds. The possibilities are almost endless. Mages: item 3165 item 3102 item 3157 item 3152
Tanks: item 3110 item 3025 item 3194 item 3001 item 3065 Supports: item 3107 item 3069 item 3092 item 3222 AD Assassins: item 3142 item 3156 item 3812 Bruisers: item 3812 item 3078 ADC: item 3508 This isn't an exhaustive list, just what comes to mind. Most of these items did not used to have CDR as a stat until recently. This change has caused balance issues (such as the recent dominance of champions like Orianna, Fizz, and Syndra in the midlane). These champions had ults that were on a long enough cooldown that it was necessary to use the ult strategically. Now with 40% CDR (without sacrificing a full-AP build), these champions can use their ults with impunity. Was this change intentional? If so, why not just remove CDR as a stat and focus instead on balancing skill cooldowns? It seems that by saturating items with CDR, it removes a dimension from the complexity of building a champion correctly (and in a way, the associated diverse playstyles).

It's not a matter of CDR becoming irrelevant, it's actually becoming TOO relevant. Riot has stapled CDR to so many items that getting to 40% CDR is pretty much inconsequential. Even ADCs who like CDR have essence reaver. So many support and mage items have CDR on them that it's hard not to overbuy it in your build

They should just remove CDR and balance the items/champions accordingly.

And you didn't even mention item 3071 , which is maybe the most common. (Maybe, because there's also item 3165 .)

Actually, it almost looks like Riot wants each class to have a 20% CDR core item. item 3165 item 3071 item 3078 item 3110

Well, most mage CDR items aren't the super heavy damage ones.

You'll notice quite a big difference in damage between item 3165 item 3157 item 3102 and item 3165 item 3285 item 3135 . The defensive path often has CDR for sustained damage, while the damage path is very glass cannon.

However, Morello's giving 20% is really annoying.

Assassins going flat damage (Lethality) usually have less CDR, except Cleaver is just so good that most assassins can grab that without caring about losing damage because it's usually so much better. DD was also overbuffed, meaning assassins are taking it as well.

Very deadly on Lux @ low levels because cough level 2 40 sec ulti cd spam like no tomorrow.

That is the thin tho. Realistically, CDR should come at the cost of flat damage on said abilities. that is or should be the strategic decision making involved with building CDR, which is why Support itemization logically should and always has had a good amount of it due to them wanting more up time on their utility.
