Can anyone tell me why it is that when I play a ranked game and win I get about 11 - 15 lp but when I lose I lose like 20-30....

Just like in every other thread like this:

Your MMR is lower than the current division you are in, so the system is trying to make you drop in rank until your MMR is average with your current division. If you go on a good win streak eventually you will even out your MMR and will gain and lose similar amounts of LP.

I believe it is because your MMR probably shows that you are ranked higher than your play indicates you should be. A while back I had a horribly round of luck and got demoted three ranks, at which point wins were giving me ~25LP and losses were hitting me for ~10LP. As I climbed back up the gap between them got smaller and now I earn ~20LP and lose ~15LP/
