Got Precision and Resolve rune trees, that give 0 ability power. But really? 15 AP from dark seal and this is the damage output. [zombie-brand-mindblown]

Precision and resolve trees are the issue here. If you want damage, go Sorcery primary with Phase rush keystone. Make sure you get the rune that gives you AP based on movement speed. It's perfect for Singed. Go Resolve secondary, and make sure to get unflinching. Gives you everything you want on Singed.
