Ryze Balance

Ryze currently is sitting at the worst win rate in the game of 42.2%, and that is in platinum plus elo. Ryze seems to have the Taliyah and Kalista effect, where if he is balanced in low elo, then he is broken in competitive play. Well one problem here, he has a low win rate in high elo and is never touched in competitive play after severe nerfs. It boggles my mind that other champions such as ziggs are getting buffed when Ryze is in the game. He needs his nerfs to his e cooldown reverted or other buffs. I love Ryze's playing style after the rework, but sadly this champ might need another one becuase he hasnt been balanced since it. He has either bin pick banned every competitive game or now where he is awful at high elo and sub 40% win rate in low elo. I would just like to know why you haven't buffed this champion yet, it can't be that hard you do it to others every patch. Please just go into the coding and change his numbers because this champ is feeling very underwhelming! 8(
