Remove BE from Hextech Chests

Why doesn't Riot just remove BE from chests altogether? Champion capsules are enough BE to supply us IMO and its so frustrating to open your hard earned chest only to get one champion shard. How I see the rewards system is that playing the game gives you Blue Essence to buy champions. The more you play and learn, the more you can expand your collection of champions. But when you put those skills to the test and do great with X champion, then you get rewarded with skins and emotes. We already get enough Blue Essence as it is. Chests are already painfully limited and frustrating (For me at least) to get, so there's no point of taking chests and making them have generic loot too. When you get a skin or emote, you feel GOOD about yourself and get motivated to play more and play better. And if you say "It's free don't complain," if you buy a chest, RNG shouldn't determine whether or not you get something good. All I ask is that champion shards don't come in chests. It's just pointless and disappoints people after going like 14-0 some game and getting a Skarner shard. (My boi Skarner was just an example)
