Vladimir's new E needs improving.
So from the game I just played on PBE, I noticed Vladimir E is now blocked by units. I am not sure if this is a bug or not but I am assuming it isn't because it seems too simple a thing to get wrong.
As someone who pretty much exclusively plays Vladimir when I'm top lane and sometimes mid, I find that the biggest boon of Vladimir's E is its ability to clear a wave of minions in 1 or 2 casts (assuming max stacks).
Vladimir's E in its current state on the PBE is terrible: it has high damage but it has taken away Vladimir's waveclear, one of his greatest strengths. I must also mention the 1 second channel time which is a lot longer than the live cast time which is about 0.25 seconds and makes for some really awkward combo'ing as well as the 10% max health cost for full damage which is stupidly high even with the additional missing health heal on Vladimir's Q. Has Riot forgotten that Vladimir's E is on a 3 second cd with 40% CDR and max rank? This isn't one of Aatrox's abilities which has ~10 seconds cooldowns, Vlad's E is supposed to be spammed and you end up killing yourself doing it. Not to mention that because his E is now a channel, it can be interrupted.
The typical teamfight combo I use with Vlad live is R>E>Q>W>E>Q>Zhonyas>E>Q>W>E>Q. I used E 4 times in that combo, are you seriously asking me to spend 40% of my max health for my 1 second channel (which also lengthens the combo, making it considerably weaker) blockable E? And that's on top of the 20% current HPx2 from pool! Assuming I have 3500 hp late game, just 2 Es on PBE (700 Hp) costs the same as 5 Es currently.
At the moment his E is too detrimental to his kit, I honestly saw no problem with his old E, even if we keep the updated model I think it should be reverted especially because I found the stack management more interactive than the current channel.
