User Interface Customization

So it's fairly well known in the gaming community that multiplayer games on the PC often have a command, or feature, allowing you to customize your UI. This is something I've been looking forward to with League, as well as in-game voice chat, but alas I'm still waiting after 3 seasons. Riot, if you could issue in such a feature allowing us to customize the way we have our station prepared a lot of players would definitely feel more comfortable with the way they play. I've seen some customized UI's from Season 1. Would greatly appreciate it if I could move my minimap elsewhere rather than just the bottom two corners, and position my action bar so that it's easier to see while focusing on targets, the minimap, and approximations on enemy cool-downs. A lot to really think about, and my monitor size doesn't add to this any. I know I'm not the only one in the community waiting for this!
