True damage ults

I was watching a friend play chogath recently, and played against a few, and I'm just wondering why such a low cd true damage ult can be true damage on anyone, versus garens ult, but you have to be the villian? I was watching cho do 1k true damage as a tank, isn't this broken? As garen you can only utilize your true damage if you wait and pick the correct target, cho you just spam r on any squishy..

I know GA/peel and other factors affect this but still, considering the ult in itself, it's really strong. I don't see why they would change garens ult like they did, which in my opinion made it better for both garen and the enemy team, yet cho remains untouched dealing incredible true damage with a 80 second ult thats equal to garens ult, although garens ult isnt even 80 sec cd until maxed. I think it'd be both more fun for chogath and more balanced to have a way to either utilize the true damage in a specific scenario alike garens, or have it so you can only have it do true damage versus a specific target like kindred, idk just something along those lines

Cho'Gath is able to get away with it because he has no mobility and it has to be cast from melee range. Trust me, if he had the slightest dash in his kit, the slightest speed boost, he would be nerfed to the ground, then be forced to dig a gutter with his own now-nerfed mouth, and then be nerfed into the gutter and left there.

Some bias here, I play a lot of Cho'gath top.

I think part of the reason the damage on Chogath R is allowed to be so high is that Chogath is incentivized to use his ult as more than just an execute. Garen ult definitely has the longer cooldown, and Garen doesn't have all those juicy cdr options on AP items, so his low cd one-button justice delivery system takes longer to get to 40% cdr. However, Garen is never going to use his ult for anything but the execute. Chogath , on the other hand, needs to gather up his 6 stacks, which typically involves ulting a cannon or monster, artificially lengthening his ult cd. If he chooses to save his ult for enemy champs, his stacking is going to be much slower, which will eliminate most of his inherent tankiness. Having a guy with low range on everything but his q, no mobility and unreliable disengage, and an ever-growing hitbox not getting tanky is a bad idea. There's also the times when you need to ult to secure drag or baron, even at 6 stacks.

Also worth noting, Chogath should not be doing 1000 damage for the vast majority of the game. at lvl 16, it does 650+70%AP, which means you need 500 AP to get 1000 true damage at rank 3, in the late game where you should be able to kite the cho out. A item 3116 , fully stacked item 3027 , and item 3089 gives you 432 ap, so if you want to hit the equivalent of 500 you're going to need an infernal drake or two, or forgo any more than one full tank item.

TL;DR is that if you let a Chogath get up to 6 stacks, full build, multiple AP-heavy items and/or Fire Dragons, and THEN let him land the q and walk up to a squishy despite the rest of the enemy team, his 1000 true damage nuke is probably a relatively justified punishment.
