on my smurf I was playing with level 30s long before I hit 30 and I did just fine against those terrible players most of the time
Maybe bitch less and learn more. This game isn't designed to accommodate pre-30 very well which is probably why they cut the experience requirement in half.
You get matched with whatever level you play at and for the most part you lose because you weren't good enough
