[Suggestion] Add Mastery 5+ For Picking Champions In Ranked

Title says it all really.

I honestly think you should only be able to play a champion in ranked if they are at least Mastery 5 or above. This means the player knows the basics of the champion and somewhat knows how to play them. This would counter the "first time" picks in ranked, which I'm sure most of us hate. If there's anything else you can think to counter the "first time" picks in ranked please feel free to suggest it below.
