Also explain why
Jax because he'll have counterstrike on a 4.8 second cooldown with 40% CDR
Jax because he's a lot better in drawn out fights due to passive + R procs
Jax because he gets over 120 armor from R late game
Jax because Irelia is a mid game champ

Irelia has true damage unlike jax
Jax dodges it because 4.8 second CD on E
Jax spams magic damage on her because W + R is 400 base damage and your Irelia build has no MR
Irelia stun doesn't do much because Zephyr

Ok let me change it then
There's no build where she wins lol
Her true damage doesn't scale at all
She peaks at 25-30 mins after that she falls off because no tank steroids and not enough ratios
Her healing depends on doing damage, so W's heal is negated because Jax E, and R heal is very negligible because Jax's R gives over 100 armor and Irelia has no armor pen
I'd have to give it to Jax in this scenario.
Jax's 2 seconds of AA immunity is pretty brutal when it comes to a wide range of auto-attack reliant fights, and Irelia is, at her core, mostly an auto-attack reliant champion.
Jax's entire QWER damage is tied to a 8 second max cooldown at level 18. 5.6 seconds with the 30% CDR offered in this build (Zephyr and Heart).
Jax's Leap Strike is also tied to a 6 second CD (4.2 with the 30% on Zephyr and Heart). Pretty much Kassadin-tier mobility.
Even with Irelia's in-build tenacity and Zephyr: you're looking at a pretty brutal capacity for Jax to dance circles around her, evading her ult and running the clock out on Hiten Style, becoming invulnerable to AA damage 2.5 seconds every 5.6 seconds.
That isn't to say Irelia is a purple caster-minion in comparison, she certainly has her own pluses and is a pretty competent duelist: but when it comes to 1v1 strengths, Jax is pretty much straight A+ where it counts, a lot of Irelia's power-budget is spent elsewhere.
Resets on kills are more useful in large-scale fights (where you can actually use it more than once vs. enemy champions), as is Tenacity based on the number of nearby opponents, or higher burst-values where you need to delete a squishy ASAP.
Irelia's core strength revolves more around the fact she's not particularly bad at anything. She's a solid duelist, anti-carry, team-fighter, late-game champion, and can hold her own early, mid, and late with the right tactics.
Jax is more oppressively strong mid/late game 1v1 champion and awful team-fighter.
That said - Thornmail has a similar issue to Jax regarding it's usefulness. It's amazing in a 1v1 scinario (vs. auto-attackers) and 100% useless in a team-fight, and you gave it to Irelia and gave Jax a pretty ~ehhhh Warmog's vs. a Kingblade.
Jax's only HP sustain would be completely eradicated in this particular match-up due to thornmail's 30% flat-out obliterating Kingblade's 10%, where Irelia also has Hiten Style and Transcendent Blades, all of which Jax has to surpass with armor, just not getting hit, or out-muscling it with tons of damage.
TLDR:

The one true answer.
