Bring Back Frostblade Irelia Scarf on Ctrl + 5

I feel like the post-rework Frostblade Irelia scarf should be brought back. I know that enough people complained about it to warrant it being removed, but honestly it was the only reason I bought that skin. It should be brought back as a toggle (Ctrl + 5) so that people can still use it if they want it.

Maybe I'm the only one, but I really did like the scarf.
