Ok, I suck and if I chose to play ranked at level 30, I'd be bronze. I'm a support main and I have a question. Am I supposed to stop attacking when someone has low health to let a teammate get the kill? How can I know if they'll be able to finish them if I stop?

No as a support you should take all of the kills.

This is probably an unpopular opinion, but I watch my adc play for a bit and judge if they are going to put the kills to better use than a tank/assassin sup.
Honestly some supports can carry the game better than your adc in some situations. I'm talking about 
All of them are annoying to deal with and straight up scary when they have alot of kills because of all the damage and utility they bring. If you end up taking a kill though, no big deal. The adc will get assist gold. It's an honest mistake and if your adc is a half decent person they will realize that.
I usually only stop attacking if I'm absolutely positive the ADC will get the kill. If I don't think they'll get the kill I'll make sure the enemy dies. If I'm uncertain then I go for a cc, but sometimes I accidentally kill them with my cc instead. I always feel really bad when that happens, but at least I know the enemy didn't get away. I might get flamed for it, but better they're dead then escape. Then we can work on trying to get an objective like turret or dragon.
Unless it's Draven don't even worry about taking the kill, and even then, better to have them die than to get away with 1 HP, if someone complains just mute them.
Just watch a couple of guides on support and play a lot more, you'll adapt to the role sooner or later.

Depending on your carry, sometimes it's better to take the kills. Still, tilt loses games, so at least try to feed him the kills early on until you have a good idea who's going to be carrying your lane.
