Chroma?

When the chroma ability came out to change the basic color of the look of a champ, i thought it was pretty amazing. Few questions though. First, why did it stop at just the charactors? Example that im talking about is to do with fizz. When i change the color of fizz, should his shark change color as well? Second question, when i own all the chrome colors in a set, how come i cant change them in the game as it progresses. Sorta like how lux changes with her one skin. Thirdly, what happened with the chrome series and why has it got put to the back burner? For those who dont want to spend a huge amount on skins, the chrome was an amazing other option.
