Key Fragments Not Dropping on Summoners Rift [CLIENT]

Hey I wanted to right a discussion over the New Hextech Crafting implemented a few patches ago. For the First few weeks It was fine and seemed like a great idea but. After a while (more than a month and a half later) I haven't gotten a key fragments since. I have 3 chests waiting to be opened but i can't get any keys. It has been bothering me because my friend has gotten Fragments Nonstop and he has put in way less games than me over the past month and a half. I know that the keys were supposed to be rare or get more rare the more you get them but I've waited over 200 games and nothing and its really bugging me. If i could find out if this is only my account or if this is getting patched soon that would be very appreciated.

Same here, got 3 chests but no key fragments. But its simple as to why, its because Riot want you to buy them in the shop.

But the Crafting system was enabled on NA on March 15th, less than a month ago. How have you not gotten key drops for longer than the system has even been available?
