How exactly is Riot going to be able to tell who a troll is for the purposes of queue-doding?
What exactly is "trolling"?
I've heard that term applied to doing everything that isn't 100% meta-certified, and even some things that are.
Before assassin mids became popular? Fizz mid was trolling. Before Lucian was played in the LCS? Troll pick. Stark's Fervor on Vayne? Troll item, because clearly life steal, attack speed, and armor penetration is a "support item" because auras and we need to blame loosing on something.
Any data-points you could really tack could just as easily be someone setting the new meta, or at least trying their best to channel the right entrepreneurial spirit to do so.
And If Riot just let everyone dodge with no restrictions, terrible things would happen.
Several people would attempt to climb via dodging teams that look tough, trying to play into weaker-looking team compositions.
Also, there's the issue their's TEN people per game. Not 5, not just you, 10. A big one zero. If the average person only feels like dodging 1 in 10 games, everyone doing that once in a row means no games would be played.
The probability with a 10% chance to dodge each game would mean only 3.4 out of 10 games would even go through.
I don't know about you, but when I get kicked out of 7 games in a row on ARAM I just leave and play a different game.
I can't imagine many people would stick around for an 8th game after the time it takes to get the picks/ban phase underway in ranked.

That would subsequently make the climb in ranked that much more painful. An average game only lasts 33 minutes once it gets underway - and with 7 queue-dodges before each game, only a 4:43 wait for each pick/ban phase prior to a dodge would effectively double the time for each game to get underway, adding another 33 minutes of wait before each 30 minutes of play. On average - you could wind up causing over an hour wait for some players.
Not even commercial to show-time ratios are that bad, usually the worst is 1 minute of commercials for 2 minutes of who-time on network television.
What I would suggest is a que dodging is less serious at lower ranked games than higher ones. 30 minutes for a bronze rank with trolls. Thats a bit stupid.... You all dropped the ball on this one... Get your crap together RIOT and come up with a better solution please.

Riot taking it easy on queue dodgers is incredibly unrealistic.
Keep in mind every queue dodger is screwing over 9 other people on average, and quite frequently their 5 opponents.
For the best experience to the average player, queue dodgers are a very bad thing.
