Is runeglaive Ezreal mid still viable?

nope. It got nerfed when the splash now only procs off of jg creep.

It is completely viable. Runeglave Ezreal is actually really good. However its much better to just go lich bane because you dont have to waste a summoner spell, AND lich bane gives you more damage than runeglave, even though it is more expensive.

TLDR its good, lich bane is better

No they made it to it's no longer magic damage, and that it only ticks on JG CS. Prefer it that way though.
