The way he plays it seems like every matchup is skill based and centers around how you play around his actions rather than how you play around his kit.
For instance, if you trade when he has ammo, he'll nuke you hard on the fourth hit. If you wait for him to spend his last shot on a creep and then trade, you'll win hard. If you stand by low minions, he'll nuke you with Q. Really, he isn't about counter matchups, he's about counter strategy and mechanics.
The champs that do particularly well against him are invariably going to be assassins and/or bruisers who have strong diving potential, but in the lane it isn't really clear cut.
