Jayce passive buff, maybe? (Also Jayce R bug)

I've been playing a lot of Jayce and I feel his passive seems a little lacking. Very brief move speed boost (1.25 seconds) isn't really much, even if it does ignore unit collision. I think it could use a buff in some way. Maybe make it so that on levels 6, 11 and 16 it gains an extra 10 movement speed resulting at 40/50/60/70 in their respective levels? Or maybe make it last .5 more seconds each time he hits levels 6, 11 and 16 resulting at 40 movement speed for 1.25/1.75/2.25/2.75 seconds? This is just from my experience with him. If none of these then maybe see another way his passive could benefit him more? I feel like he could use something more than a small 1.25 second 40 base movement speed buff. Maybe it doesn't have to be an overall buff but make it feel like something that affects Jayce more than just "get to lane faster". Again, this is just how I feel about him and it is my opinion in how I see Jayce right now. I'd like to know other people's opinions on Jayce's passive.

For the Jayce R bug, every time I transform from Mercury Cannon into Mercury Hammer, there is a Lag / FPS drop that occurs for a brief moment. This occurs every game and every time he switches from Cannon to Hammer, it does NOT occur when switching from Hammer back to Cannon, though. (I don't really make threads, sorry if I should've posted the bug somewhere else)
