Should Veigar passive have a Cap?

I wondering if capping his passive ap at like 120 ~200 AP would bring him in line with other mid. Because right now the infinite scaling is really broken. Every veigar i have seen has like 1000 ap in 30 mins. Most other ap mids can't even get higher than 800 with a full build. (Except Cassiopeia , buts lets be real here).
I know i'm not alone here when i say right now vegar is pretty bulshit. No one should have a point and click 2k nuke on a 60 sec cooldown.

That's the biggest No-No POSSIBLE

Here's a point he has over other mids that even Veigar players don't like, the 80% enemy AP ratio Just zap that and see what happens

The only thing about Veigar that makes his stacking more incredible than, say, a Nasus is that the can stack 2 opponents at the same time and his CD is incredibly short reative to the benefits he gets. Rather than capping his Q, i think that they should reduce the ratio of earned AP (.75/stack rather than 1.0/stack for example) or revert it back to how it was where it only proc'd off of a single target.

He's incredibly squishy if caught out...no escape minus the cage thing (yeah forgot the name). If that is on CD he's extremely vulnerable. The mid laner just has to prevent him from farming just like the top laner would try to prevent Nasus from farming. Banshee can prevent one of his spells. I don't see the need to nerf him.

He was always strong even when people were complaining about his changes patches ago. With any champion...they are fine until a pro (in this case Incarnation) plays him, does really good with them. Then all of a sudden everyone says "omg he's OP! Nerf him". Happened to so many champions. Sejuani to name another. Just learn to play against him lol
