Rito Nerfed/Adjusted Soraka , but I though Rito supported playing champs out of lane and or Uniquely? Proceeding to lower the E damage makes sense, but then to make the Q cool down scaling as well as reducing the linear healing over time?

Since it's undodgeable it doesn't provide meaningful interaction with opponents. Additionally, Soraka's fantasy is being the healing support. It's kinda weird if she primarily gets picked because she can poke well.
