Fix matchmaking when?

I understand that the company has to make money, but i feel like the most important aspect of the game is being ignored for probably, 7 seasons? Untill now the smurfing experience has been so bad that i've started to consider that the system is either poorly designed or it's just that works against you in many small ways that usually add up to a big outcome. Being a gold 1 matched against diamond 4-3 while getting the worst possible players in the bracket on my team p2-d3(44% winrate in 800 games diamond 4 being the funniest of all) along with many others like, having 0% winrate on a champ in 20 games and still playing that thing and whatever. Isn't the purpose of matchmaking to determine a players skill and place him accordingly? Why is there a need to burden myself with players that are by far the worst of their tier if i have 90% winrate, 2 WHOLE leagues above my tier? What's the purpose of snagging my winrate down by a couple percents if i'm going to climb anyway, lol. On top of that, why are players with below 50% winrate not getting LP decays? If you can't coinflip in your division, you probably, should'nt be in that division on the first place. How am i supposed to carry this if my players got about 45% winrate in their league while being beloow 40% on the champs they play?[slayer-jinx-unamused] https://prnt.sc/qfhwad.
