League Lawnchair running at 1 FPS

Whenever i finish a game, the launcher runs really slowly. if i join a game and i have to ban, it takes more than 30 seconds for the screen to load, so i miss my ban and end up dodging. if i'm not banning, then i end up dodging because i can't choose a champion in time. it takes the entire banning session to load the first person's ban. i disabled animations but they still play anyway. this only started when the jhin patch hit, so I know it's not my system doing it.
