Is there "bad luck protection" for champion drops on the new leveling system?

Iv gotten Amumu 3 times, 1 soraka (owned), 1 Kayle (owned), and 1 Yi. Some of these I got in the same capsule. To counter Iv gotten a Taliyah, Cassiopia, Viegar (owned), and Kassidin. Just hit level 38, It just seems like I'v been given champs I already have or champions that are super cheap. I have not gone past my initial starting BE since the big change, it only has gone down and I have not purchased any champs through the store and only upgraded about 3 shards and dusted the rest. I think there should be bad luck protection for the leveling system since If you're getting the cheapest champs over and over it's not going to feel rewarding leveling up.

Those champion shards like Amumu are there to bump up the Blue Essence to ensure minimum value for the level up capsule (while also provide discounts on unlocking and upgrading). The capsule were also bumped up in value to make them more rewarding and to ensure that players would get an improvement regardless of bad luck. So yeah, they kinda already have that, and you can just use them for essence you wanted anyway.
