Shen shouldn't be a tank, hes a ninja. Ninjas are assassins. Ninjas are not tanks. Shen is a ninja, nInjas are squishy and unarmoured, ninjas are fast and very deadly. Tanks are big and armoured, and they are slow and take alot of hits. Shen should be an assassin, not a tank.
EDIT Turns out Shen's lore makes him a guardian? So hes technically supposed to be a tank. (Still building him as an assassin though.)

Lore-wise he's a guardian who keeps balance.
ninjas were peasents and rebels to the samurai order. after that it's anyone's game to decide what they want their ninjas to be. maybe he's not actually all that tanky and he's just really good at dodging.
