Add a cooldown for taunts, jokes and laughs

I love the taunts and jokes that each character has ( some more than others) but the macro spam has got to be the most annoying trend in this game over the last few years. can Riot add a 10 second ( or whatever number, 1 second would be better then what it is currently, at least the audio would play through.) cool down on audio from champions?

its not a bug or anything. its just super annoying and distracting and kinda sucks some of the fun out of the game for me hearing a lulu laugh emote for 30 minutes straight.
