This is like everyone running around with their own personal Luden's/Duskblade procs on the tips of their fingers. I've just played an ARAM game where 3 out of 5 people in the enemy team ran DH, where Jayce only needed to Q through his gate for me to lose 60^of my HP as Janna, through my shield. Squishies getting utterly obliterated, the harassers get rewarded with a soul if they successfully proc this... And it even has a CD built into it but what's the point if it resets to 1.5 seconds on takedown?
Get into a teamfight, make a mistake of getting hit by such a skillshot and you drop dead before an exotic particle fizzles out of existence in a vacuum of space. This damage applies to literally ANY ability so the biggest advantage have champions that can deliver quite damaging skillshots or have means of comboing you, or outrange you severely (Xerath, Ziggs, Karthus, etc).
What the games were been reduced to is to teams being forced to pick at least one DH user or else they'll fall severely behind if the enemy just gets too crazy with them. If you want this to stay in the game, the damage needs to be drastically reduced based on best case scenarios (teamfights being over in a second flat, champions with long ranges, etc).
I'm quite happy that we're seeing more champions being viable (also in off-roles) thanks to new DH but the big issue here is that the champions who were already doing good, can still use this (it works for everyone) and be completely oppressive. The overall power of champion picks hasn't changed but the burst damage bottom has only moved up to a new bottom. This means that wider champion diversity isn't healthy if we're sacrificing a lot of gameplay for it.
I get it, if this is a 207th complain about the DH but i certainly hope there will be some changes to it because this thing cannot last in the current form. Dropping a champion below 50% HP is literally a free damage boost to every DH user on the same team.
