Suggestion: Make Runes, Masteries, and Summoner Spells available for use at level 1
A while ago I decided to create a new account and went about leveling it up. One thing that really irked me during the process was that the amount of masteries and runes and choice of spells you may utilize are dependent on your summoner level. What exactly is the reason behind keeping something that is essential to your gameplay locked when you can allow (new) players to experiment which runes and masteries work best on the champions they play with? One reason may be that it might be too overwhelming for new players to grasp the concept of utilizing performance-enhancing items/skills outside of Summoner's Rift; however, as earlier stated, players can actively experiment with runes and masteries early on so they can be familiar how they can optimize their rune and mastery pages. Another issue are for players are create smurf accounts, where being restricted to play without runes and masteries and only with Heal and Ghost as the only choice of spells can also be quite a nuisance. This brings me to my next point, which is the introduction of PVP at level 5. In PVP, you may have to play with players who are of higher summoner level, allowing them to have some advantage over you as they have more masteries, runes, and even better spells. This can easily lead to one-sided fights in the top and mid lanes if you have someone with no runes and masteries with Heal and Ghost versus someone with Ignite and Flash.
TLDR; Riot should make it so all runes, masteries, and summoner spells are available for use at level 1 so new players can be familiar with them earlier on in the game.
